Oxnard adopts e‑bike ordinance establishing education program and phased enforcement

The Oxnard City Council voted to introduce and adopt an ordinance to regulate e‑bikes and other motorized wheeled conveyances, setting a phased education and enforcement plan and authorizing local safety courses.

Deputy City Attorney Andrew Gonzales summarized the measure and three phased elements: a six‑month education period, a six‑month phase‑in and full enforcement scheduled to begin 10/01/2027. Gonzales told council the goal is education for parents and youth because different types of devices and operating behaviors are hard to track at a statewide level. He said the ordinance allows the city manager to approve a local in‑person e‑bike safety course in addition to the California Highway Patrol online course.

Council debated details including: helmet requirements, a process for waiving fines if violators complete safety training, whether city employees should be exempt when performing official duties, and the time window for showing proof of completion. The council amended the draft to (a) allow approved local in‑person courses, (b) extend the administrative window to submit proof to 30 business days following course completion, and (c) codify that a minor and their parent who complete the program for a first violation will receive dismissal of the citation and waiver of fines. The ordinance was adopted by roll call vote 7–0.

Police representatives said the department will track citations and offer diversion opportunities modeled on existing youth safety programs. Recreation staff described a curriculum covering rules of the road, device classes, required safety equipment, safe riding skills and parent engagement.
