Council approves additional contingency for Mandalay Bay seawall repairs to include foundation work

The Oxnard City Council approved additional contingency funding to extend the existing seawall repair contract to include foundation repairs at the Mandalay Bay / West Hemlock seawall location.

Public Works Director Michael Wolf explained that when the city originally awarded the seawall repairs contract staff excluded a foundation‑repair additive because the regulatory permits were not yet secured. Interim permits have since been obtained and the recommendation was to add the alternative bid item to the awarded contract. Wolf said doing so lets the contractor perform the foundation work in the same mobilization and reduces public disruption.

Councilmember Perillo noted neighborhood support for completing all necessary repairs despite off‑hour work driven by tides. A virtual speaker representing local residents praised the city’s communication and urged approval. Council approved the contract amendment and contingency by roll call vote, 7–0.
