Council weighs surcharge and surveillance to fund downtown walking beat after late-night incidents spike

Village staff presented a downtown policing analysis showing late-night incidents concentrate after 11 p.m., with a notable migration of patrons to venues that close later. Staff estimated the village spends about $24,000 per season on walking-beat policing and proposed a targeted surcharge on downtown D-1 establishments to offset part of that cost.

"We spend about $24,000 a year doing our walking beat in the downtown on Friday and Saturday nights," staff said. As an example, staff suggested a $2,000 surcharge on downtown D-1 licensees would offset roughly half of that cost.

Council members and business owners said they preferred phased, collaborative approaches: require external surveillance and hold regular meetings between owners and neighborhood-policing staff, then reassess whether surcharges are needed. Staff will present any surcharge proposal during the 2018–19 budget process for council action.
