Council committee backs rezoning and four‑lot subdivision at 1025–1037 W. Kenilworth

The Community Economic Development Committee recommended approval of a preliminary/final plat and rezoning to planned development for properties at 1025 and 1037 West Kenilworth, asking to subdivide two existing lots into four single‑family lots on about 1.14 acres. Planning staff presented conceptual elevations, utility extension requirements, storm‑sewer work, and a proposed water main extension on the east side of Middleton Avenue.

Planning staff said the proposed lots would be 75‑foot‑wide and comparable to nearby subdivisions and that the Planning Commission recommended the rezoning and subdivision. Committee members asked technical questions about the proposed Middleton Avenue widening, whether ribbons/edge treatments would be installed to protect widened pavement edges, and the need for a new fire hydrant. "There would be a requirement to install a fire hydrant," planning staff said, adding it would be closer than the existing hydrant at Kenilworth and would benefit nearby homes. Staff also explained the PUD timing: the three‑year clock to complete public improvements begins on ordinance execution; the Planning Commission may extend that for up to one additional year at its discretion.

No residents came forward to speak and the committee voted to place the item on the consent agenda for full council action.
