Council committee recommends expanded water allocation and sales‑tax sharing with Deer Park

The Administration, Technology & Community Health Committee considered an amended and restated intergovernmental agreement between the villages of Palatine and Deer Park that would expand water allocation and a sales‑tax sharing arrangement tied to future development in the Deer Park area north of Lake Cook Road. The village manager summarized that the original 1999 agreement is approaching the end of its initial period and that Deer Park seeks additional water allocation to support redevelopment.

The manager told the committee Palatine would provide roughly 100,000 gallons of additional water allocation and that the agreement expands prior sales‑tax sharing: "for the 1st 7 years the village would get 20% of the state sales tax generated off of that. Years 8, 9, 10, we would get 25% and after 10 years we'd get 40% of the sales tax generated." He recommended approval, noting that engineers are finalizing as‑built exhibits and the village attorney will complete final language review; the committee voted to place the resolution on the consent agenda for council action.

Staff said certain map exhibits remain to be finalized with Deer Park's engineers but that the core business terms were settled. No public comments were made at committee.
