Residents urge oversight as council approves rapid‑rehousing contracts at Village on Sage

Councilmembers discussed Village on Sage Street rapid‑rehousing contracts at length July 29 after a public commenter who described poor living conditions and health and safety concerns asked for greater oversight. Councilmember Durer pulled items B5 and B6 for discussion and asked staff and contractor Volunteers of America to respond.

VOA representatives explained program details: Village on Sage operates month‑to‑month transitional units with limited in‑unit cooking (microwaves, small fridges, community refrigeration), a food pantry and service coordination; they said the rent is currently about $555/month and that the operator runs at a loss compared with projected operational costs. VOA said a dog run is available (not a formal shelter) and described outreach and check‑in practices for medically fragile residents. Staff acknowledged letters of both praise and concern had been received and said they would follow up on the individual’s complaint and examine oversight and audit procedures for vendor performance before final contract oversight work.

After questions about rent, pets, and a reported unattended death, councilmembers approved the contracts with direction to ensure stronger oversight, exit interviews for residents who leave quickly and improved resident protections and reporting. Councilmembers said they wanted staff to provide copies of complaint letters and verify operational policies for welfare checks and 24‑hour staffing as appropriate.
