Councilors debated multiple scoring approaches before settling on a simple, auditable method: total the score across all criteria and divide by the number of criteria to produce an average. Members discussed subtotals and whether to keep separate "goals" and "performance" scores but agreed a single overall average and a clear indicator of the number of criteria would be easiest to implement and explain.

In the meeting the group counted the evaluation line items and arrived at 28 criteria; the chair and others recommended adding a labeled box that shows the number of criteria so the average calculation is transparent to the manager and the public.
