What residents need to know: opt-outs, planning commission review and how to weigh in

Planners said the map amendment (rezoning parcels into the CBD) already cleared a first reading at the city commission and that the CBD code text will be returned to the planning and zoning commission for further review and edits. Staff emphasized there are two tracks: the map amendment (geographic changes) and the text amendment (code language) and both will be acted on separately.

Attendance and written comments were encouraged. The moderator instructed public commenters about the three-minute time limit for speaking at the town-hall and staff committed to posting the slide deck and updated maps on the city website the next day. Staff also said opt-outs previously submitted by property owners affect whether a parcel is included on the final rezoning map and that deadlines for opt-outs are required to give staff time to update materials before the commission sees them.

Residents were told to address comments to the planning and zoning commission, attend the next commission meeting or email commissioners; planners said they will incorporate feedback and may revise the CBD draft before forwarding it for a second reading.
