Council approves $25,400 for Paladin SMARTGOV data extraction and software subscription

The Steuben County Council approved an additional appropriation of $25,400 to secure Paladin SMARTGOV and to cover extraction and upload of the county's legacy planning and building records.

Clint Knauer, Plan Commission and Building Inspection Director, told council that Paladin acquired a key code from Black Bear PT-WIN to enable retrieval of the county's data and that the $25,400 request covers the data extraction, upload and an annual subscription. Knauer said he expects ongoing costs thereafter to be the subscription of $8,100 per year and recommended soliciting GIS‑based vendor quotes near the end of a four‑year period. "This is the only option to salvage the data available to the county," Knauer said. Council member Jim Getz moved to approve the appropriation; Ken Shelton seconded. Dan Caruso asked for a copy of the contract and expressed concern about implementation hours and potential additional costs; Linda Hansen proposed sending the contract to the plan commission's attorney for review before final approval.

The motion carried with a vote of six ayes and one nay. The council recorded the appropriation under the Planning/Building Department software upgrade/program line.
