The Westminster City Council met in special session at the Westminster Fire Department on Feb. 10, 2026. Mayor Brian Ramey called the meeting to order at 4:00 pm as staff and council members gathered for a focused review of utility- and capital-related spending.
City Administrator Kevin Bronson presented a PowerPoint summarizing expenditures in the Utility Fund and the Capital Projects Fund and told council that "the purpose of these workshops was to get Council input and work that into a balanced budget." The presentation was attached for the record, and department leaders — including Finance Manager Ashley Jones, Utility Director Scott Parris and representatives from electric and water/sewer operations — were in attendance to answer questions.
Council did not take votes on budget appropriations at the workshop; instead, members heard the staff review and were positioned to provide input for upcoming budget drafts. The meeting adjourned after a motion by Dale Glymph, seconded by Adam Dunn; the motion to adjourn at 5:24 pm passed unanimously.
The workshop notice and agenda had been posted on westminstersc.org and on the fire department door at least 24 hours prior to the meeting, and notifications were emailed to parties who requested them.
