Huachuca City hears options for $516,000 in federal CDBG funding

SEAGO presenter William Osborne told the Huachuca City Council and residents on March 21 that the town is expected to receive approximately $516,000 in FY2026 from the Arizona Department of Housing’s regional CDBG account and that the public hearing’s purpose was to collect citizen project ideas.

"The Town of Huachuca City is expected to receive approximately $516,000 in FY2026 of federal Community Development Block Grant (CDBG) funds from the Arizona Department of Housing (ADOH) Regional Account," Osborne said, then outlined eligible uses including public infrastructure, community facilities, housing rehabilitation, public services and limited economic development. He explained that regional‑account awards rotate among jurisdictions and that SEAGO assists with application preparation and communication with ADOH.

Osborne emphasized program constraints that affect what the money can pay for: projects must principally benefit low‑ and moderate‑income persons (at least 51% of beneficiaries), be shovel‑ready for some funding streams, and satisfy environmental review and procurement rules. He also contrasted the regional account (the Town’s likely source this cycle) with annual State Special Projects (SSP) grants and Colonias set‑aside funds, both of which have different eligibility and competition rules.

Mayor Johann Wallace and staff said the hearing was intended to surface as many candidate projects as possible for Council consideration; Osborne recommended that any project be described specifically in the minutes and subsequent resolution so it can be included in an application or in future competitive rounds.
