During review of section 13‑09 (disqualification period related to revocation or refusal to renew), multiple providers said the language reads as if one failing center could jeopardize licenses for other centers owned by the same person — even if those other centers have clean records.
"It comes across as though if I own multiple centers and 1 center is not doing well and the license gets revoked there, that I could potentially lose the license for all of my centers," one provider said. Members asked whether removing that provision would limit the department's ability to inspect other locations when there is evidence of pervasive practice; LDOE staff said they would attach provider feedback and consult legal counsel to clarify enforcement scope.
The work group left the issue open and requested a legal consultation be appended to any draft language that addresses owner associations among licensed centers.
