On ratios, one provider noted that many other states have lower infant/toddler ratios and urged reconsideration for quality reasons; other providers warned that lowering ratios statewide without increased funding would reduce capacity and raise costs for families.

"There are 35 other states that have lower ratios for infants than what we currently have in Louisiana," a provider noted, urging discussion on alignment with best practice. The work group did not adopt changes at this session; the conversation reflected the tradeoff between quality and financial feasibility.
