Providers told the work group that clarifying liability insurance language and easing administrative burdens could reduce financial and operational stress. One provider said insurance premiums rose from roughly $2,500 when she was first licensed to more than $14,000 in 2025, framing the issue as a growing cost pressure for centers.
On policy posting, licensing staff said centers currently have the option to either prominently post policies or secure parent signatures acknowledging receipt. Several providers urged keeping the option, arguing that requiring signatures could be burdensome and that posting was an acceptable alternative. CCAL also recommended that parental access be framed to allow parents access when their child is present in order to avoid classroom disruption.
"I got licensed in 2021. And for all of my insurance policies... I paid about $2,500 for the year. In 2025... all of those same policies for the same center was over $14,000," one provider said when discussing 15‑03 general liability concerns. Staff will capture the insurance concerns and discuss whether the bulletin language should clarify posting versus signature options.
