Board begins review of leases and Minimum Standards, considers long-term lease terms

Airport Director Steven Gleason told the board staff have begun a comprehensive review of existing airport leases and the airport's Minimum Standards and Rules and Regulations to establish greater consistency. Gleason said the review will include policy changes for hangar spacing, a formal sublease approval process (including notification, executed agreements, current contact information and insurance verification), and a public process for adoption.

Gleason presented the concept of 50-year lease terms for the Fixed Base Operator (FBO) and 40-year lease terms for most other airport ground leases as items for further Board consideration, subject to evaluation of financial impacts on tenants, insurance requirements, and operational responsibilities. Staff emphasized the process will include stakeholder participation and review of comparable policies at similar commercial service airports.
