Council airs proposal to limit officials to three consecutive terms and ban lifetime returns

Council President Nelson Esparza introduced a charter amendment that would limit service as mayor or councilmember to three consecutive four‑year terms (12 years total) and bar a return to the same office at any later date — a lifetime ban on further service in that office once the cap is reached.

Sponsors argued the change closes a loophole under which holders could serve two terms, sit out one, and then return indefinitely. "Our charter currently lets people rotate back in — this closes that loophole and synchronizes Fresno with many large cities that have three‑term limits," Esparza said. Supporters also said longer continuous terms give leaders time to implement multi‑year projects.

Opponents and several public commenters questioned the necessity of a lifetime bar and urged smaller changes instead (for example, limiting to two terms total without lifetime exclusion). The hearing included testimony from residents who said the proposal could be self‑serving and that the public should have more time to study impacts. The council accepted public comment but did not finalize language; the item will remain under discussion before any final placement on a ballot.
