Sen. Scott Beck briefs Newbury on housing, education and land-use initiatives

State Senator Scott Beck presented a legislative update focused on housing shortages, education enrollment declines, and land-use reforms. He listed programs including VHIP, NHIP, and CHIP and described the "802 Homes Catalog Project offering free home design kits to Vermonters, cutting construction costs by 10%."

Beck said Vermont faces both a severe housing shortage and high construction costs and described state efforts to reduce development barriers for towns. On education, he noted falling public-school enrollment and suggested restructuring so early elementary grades remain local while middle and high schools are centralized or regionalized. He said the district must choose between a supervisory district and a supervisory union.

Residents raised concerns about Acts 181 and 73 and whether opting into the state's Tier 1B designation carried incentives. Beck said there are "not really any incentives" for Tier 1B but that it is a good option in some communities and recommended contacting regional development agencies for infrastructure assistance such as water systems.
