The Town Board of Westfield on Aug. 6, 2025 adopted Local Law No.2, extending a moratorium on the processing and approval of new commercial Wind Energy Conversion System applications for one year, through March 1, 2026. Town Attorney Joel Seachrist summarized the law during a public hearing and the board classified the extension as a Type II action under 6 N.Y.C.R.R. 617.5(c)(30).
Councilmember David Spann moved the resolution and Supervisor Martha R. Bills seconded; the minutes record ayes from the four members present. The local law includes a suspension clause stating that local laws inconsistent with the moratorium are suspended through March 1, 2026 and states the board’s intent to complete a comprehensive zoning review free of timing pressure from expiring moratoria.
No public comments were recorded during the hearing. The board’s resolution cites specific Municipal Home Rule Law sections and New York Town Law sections that it says are superseded for the purpose of processing variances under the local law.
