Culpepper appeals committee assignment for Orange Line resolution; chair refers both dockets to civil-rights committee

Councilor Culpepper formally appealed the chair's assignment of docket 1341, saying transportation infrastructure decisions producing a decades-long transit "desert" require review for disparate impacts on Black and immigrant communities. "I respectfully appeal the decision of the chair to assign docket 1341 to the committee on civil rights, racial equity, and immigrants advancement," Culpepper said, urging the council to keep the related hearing and resolution together.

Several councilors, including Murphy and Worrell, supported hearing the two dockets together rather than voting immediately. Councilor Durkin noted there was an existing Blue Hill Avenue docket in the Planning, Development and Transportation committee and suggested coordinating calendars, but the sponsors argued the item belongs in civil-rights deliberation. The chair resolved the dispute by sending both dockets to the Committee on Civil Rights, Racial Equity, and Immigrant Advancement for hearings and staff follow-up; no final policy vote occurred in the full council at the meeting.
