Several speakers at Huachuca City's March 21 public hearing urged the town to prioritize modernization of the Activity Center so it better serves seniors, students and community groups. "I suggest getting the kitchen back in the Activity Center, and also making the Activity Center ADA compliant," said Diane Hildebrant of 175 Skyline, who pointed to difficulty opening doors and inaccessible bathrooms. Other residents noted the center could generate modest rental revenue for town programs if upgraded.
Town Manager Suzanne Harvey and SEAGO presenter William Osborne discussed whether a single CDBG application could cover multiple facility upgrades and whether SSP funds should be sought first for design and engineering. Osborne recommended using SSPs to produce shovel‑ready engineering documents so a later CDBG implementation grant can prioritize construction. "That would be different than a new office — accessibility for existing public use buildings may be a separate topical application to consider," Osborne said.
