Park upgrades and goat‑head weed removal top residents' list at Huachuca City CDBG hearing

"I personally have been an advocate for trying to eliminate goat heads in our Town," said Councilmember Geovona Thompson, who called for revitalizing both upper and lower parks with drought‑tolerant plantings or irrigation and a maintenance plan. Resident Steven Sherwood said the town has ordered pre‑emergent treatments for Leffingwell Park and suggested local donations of seed and materials to supplement maintenance work.

Council and SEAGO staff clarified that routine maintenance is generally not an eligible CDBG activity, but targeted community‑facility improvements (shade structures, accessible pads, irrigation tied to a revitalization plan) or slum/blight area initiatives could qualify if the project meets federal national objectives and is properly scoped. Osborne recommended documenting a plan and using SSP or regional account funds for larger capital work that is shovel‑ready.
