During the hearing SEAGO presenter William Osborne recommended pursuing State Special Projects (SSP) grants for upfront engineering, design and assessments to strengthen later CDBG implementation applications. Osborne described SSP as annual competitive awards (up to approximately $700,000) funded partly from returned CDBG dollars and suitable for planning or design phases on large multi‑year projects.
Osborne also reviewed colonias eligibility criteria (lack of potable water, inadequate sewer, or substandard housing; communities must have existed before Nov. 28, 1991) and said colonias funding tends to target water, sewer or housing rehab projects; he noted SEAGO believes a nearby trailer park "might" be a colonia but the town map was not definitive. Mayor Wallace and Manager Harvey said they were uncertain whether the parcel sits within town limits or the county; staff said the public hearing record will preserve the option of listing a colonias project if later confirmed.
