"Some of these are just accounts of money," he said, pointing to library and children's-services balances that are awaiting allocation by advisory boards. Commissioner McCann and others asked whether lowering some reserves to 15% could free money for road resurfacing and requested a credit-impact analysis before making changes. Staff agreed to consult bond counsel about potential credit-rating impacts and to provide the requested printed detail in the proposed budget publication.
