Committee weighs CSBA revisions to physical education minutes, definitions and monitoring

The HR director reviewed proposed Regulation 6.1.4.2.7, a Feb. 2026 CSBA update that defines extreme, moderate and vigorous physical activity, clarifies that PE minutes are exclusive of recess and lunch, and requires schools to document compliance and make up missed minutes.

"The new regulation gives the definition of extreme conditions, moderate physical activity, physical activity, physical education, and vigorous physical activity," the HR director summarized. The regulation retains minimum-minute guidance (previously 200 minutes per 10 school days for grades 1–6 and 400 minutes per 10 school days for grades 7–12) and adds an alternative schedule that can satisfy annual totals (3,600 minutes for grades 6 and 7,200 minutes for grades 7–12 when appropriately scheduled).

Board members questioned programmatic effects. Sam Black warned the alternative schedule could let students "sit in the couch and eat donuts in the 2nd semester" if all required minutes were met in semester one, and asked whether the changes preserve continuous instruction and the life-long fitness goals of PE.

The HR director said schools must document minutes (master schedule, bell schedule or weekly plans) and that complaints about unmet minutes may be filed through the district's Uniform Complaint Procedure and appealed to the California Department of Education if unresolved. No final action or vote occurred.
