MSD seeks nearly $5.1M in additional construction funding for high-rate pump station and solids/odor control

The Metropolitan Sewer District (MSD) presented multiple project items on July 30, telling the commissioners that (1) MSD will sponsor Mill Creek Alliance dam mitigation work via state revolving loan program sponsorship (a $0 net county cost sponsorship), and (2) MSD requests additional construction-phase funding to cover Davis-Bacon prevailing wage and owner's-adviser services: $1,107,006.04 for the Mill Creek pump station and $3,965,529 for Little Miami solids disposal and odor control.

MSD explained the prevailing wage rate change occurred after construction funding was appropriated but before contract amendments, so the additional requests reflect sequencing rather than changed project scope; part of the Little Miami request covers ongoing owner's-adviser services that were already in the CIP. MSD recommended approval. Commissioner Driehaus asked MSD for the specific dollar amount that would flow to the Mill Creek Alliance implementer; MSD said it would supply that amount to her office.

Action: The board adopted items 3 through 6 by leave and voice vote. Commissioners thanked MSD for addressing prevailing wage adjustments and for the environmental benefits of the Mill Creek work.

Why it matters: These approvals allow MSD to comply with prevailing wage requirements, keep projects on schedule, and proceed with capital work that MSD says will improve water quality, habitat and odor control in affected neighborhoods.
