Work group proposes utility 'will‑serve' and initial water/electric availability reports at application

Presenter (speaker 1) told the group that, instead of creating an overlay or separate hearing, the draft requires an "initial water and electric availability report" at the time of application so utilities confirm they understand projected volumes and show a high degree of confidence in service. He said the requirement is intended to prevent applicants from moving forward when utilities cannot supply the needed water or power.

The draft sets water‑use standards as negotiated, phased targets and includes a separate metering plan: meters for cooling makeup water, humidification and process water will be separate from domestic/landscape meters so the water used for IT cooling can be measured and controlled. Presenter (speaker 1) said "The final development plan shall establish enforceable limits for total annual water consumption expressed in gallons per year, maximum water consumption during any 24 hour period expressed in gallons per day, and then, the hourly draw." The group discussed disposal reporting and manifests for process water and noted the need to coordinate with IDEM and other regulators for hazardous waste disposal.
