Commissioners detail ARPA allocations and warn of shrinking carryover

Commissioner Jill Crawford said Portage County received roughly $31 million in ARPA funds, with payments arriving in mid-2021 and early 2022. She described how that one-time infusion was allocated: roughly $11 million to general operations (loss of revenue), about $5 million to emergency management, $1 million to food-security support, $1.5 million for stormwater upgrades and approximately $12.5 million for wastewater upgrades. "And that was to be spent. It all has to be, spent by the end of this year," Crawford said.

Both commissioners cautioned that ARPA carryover temporarily boosted cash balances but that those funds have been spent down, leaving the county to balance recurring obligations without the same one-time revenue. Commissioner Sabrina Christian Bennett described ARPA as a "double-edged sword" that enabled new projects but also led to growth that must be trimmed when the money runs out.
