County highway director describes bridge loss, prelim. $100k–$200k in county road damage after Newfield storm

Jeff Smith, Tompkins County Highway Director, gave a brief on localized storm damage after a heavy rainfall event in Newfield and Danby. "It was an excess of 4 inches of rain," Smith said, and he described scouring that left the Carter Creek bridge impassable and washed out miles of shoulders and local roads. "On County infrastructure alone, I'm looking at between $100,000 and $200,000 and that is very conservative," he said, calling the figure preliminary.

Smith cautioned that federal disaster thresholds (for FEMA public-assistance programs) are typically much higher — in the tens of millions and generally require multi-county events — so towns and highway departments could face significant hardship without federal aid. He said county crews were focused on restoring driveway access and working to get residents back to normal as quickly as possible; he expected a fuller photographic report to follow.

Legislators asked whether the damage met FEMA thresholds; Smith said that the event did not appear to reach the statewide/multi-county thresholds noted by FEMA. Several members thanked highway crews for quick response and sought follow-up on estimated costs and possible funding sources for repair work.
