Select Board awards East Road culvert contract to Capital West Construction

The Stamford Select Board voted to award the East Road culvert contract to Capital West Construction after opening two sealed bids and a technical review by public works staff.

Board members reviewed the two bids and discussed technical differences between a corrugated metal pipe and a concrete box option. Public works staff noted differences in gauge and life expectancy — one option cited a roughly 50‑year expected life and another a 100‑year estimate — and said the town's $200,000 grant would require a 10 percent local match. Chair (S2) moved to accept the contractor recommended by staff and the board approved the motion by voice vote. "I'll make a motion then to go with Capital West Construction," the Chair said; a board member seconded and the vote was taken.

The board discussed scheduling and start windows; staff said contractors prefer to work in the driest part of the season and the town would notify neighbors as needed. Public works staff (Dave) recommended a thicker pipe where appropriate, and board members asked staff to confirm timing and contractor availability before construction begins.

The decision was procedural and funded under the project grant; the board did not finalize a construction start date during the meeting.
