Council backs new sanitation compliance officer; Republic Services contract remains for collection

Finance and sanitation staff presented the sanitation fund, projected for a small surplus in FY27 (revenue ~$7.941M; expenditures ~$7.905M). Staff proposed a new full‑time sanitation compliance officer to be housed within Code Enforcement to handle field monitoring, violations and enforcement related to brush, bulk and commercial collection compliance.

Council members asked how this new city enforcement role interacts with Republic Services, the contracted collection provider. Staff clarified that Republic Services handles collection; the city’s compliance officer would enforce ordinances and write citations where vendors or residents are out of compliance. Officials also noted Republic provides some return benefits (household-hazardous-waste checks, event support, and in-kind services) that offset fund pressure, helping defer a rate increase this year.
