"If the volunteer does not meet the criteria, they could still volunteer with the team but under the supervision of a fully qualified coach," staff said, adding that volunteers should never be put in charge of the program.
The subcommittee discussed the enforcement implications and liability concerns; board member Ken Fallsgraff stated the district should expect certifications to be in place before someone assumes responsibility for a team to limit potential legal exposure. Staff confirmed that volunteers who lack required training may participate only under a qualified coach’s supervision and training must be refreshed every two years.
