Board declares two properties nuisances after complaints about RV occupancy and property neglect

The board moved to declare two properties nuisances and referred both matters to justice court after staff presentations and public comment. On 102 Prince John Drive staff reported receiving a May 20 complaint documenting full-time occupancy of a recreational vehicle and said a recently adopted county ordinance prohibits RV occupancy as dwellings. Staff recommended declaring the property a nuisance and sending the matter to justice court; the motion carried.

Neighbor Bob Schroeder testified about conditions at 306 Shenandoah Road North, calling the property "a pig sty" and describing numerous vehicles, yard and roof disrepair and heavy daytime traffic associated with people picking up workers. Schroeder said the owner had cycled through management companies and out-of-town owners and that the situation had degraded over several years. After discussion about public-safety and nuisance standards, the board voted to declare the property a nuisance and forward it to justice court.

Staff framed nuisance actions as the appropriate vehicle because the properties' use and maintenance were affecting surrounding properties and potentially raising public-safety concerns; declaring a nuisance allows the county to pursue enforcement through the justice court process rather than only through zoning.
