During the Team of 8 workshop, trustees reviewed detailed travel and ethics guidance pulled from comparison districts and discussed how those practices would apply in Crowley ISD.
Board materials proposed allocating travel budgets equally among trustees and reimbursing only certain travel expenses: hotels reimbursed when travel exceeds 50 miles and incidental charges (room service, personal items) excluded without board approval. Trustees asked about district vehicles and whether several trustees can ride together; presenters said district vehicles can be reserved when available. "If you choose to take a bus, cab, Uber, Lyft... that will be reimbursed if you use those modes of transportation for necessary travel," one facilitator said.
Legal counsel flagged the Public Information Act implications of using personal devices for district business. Counsel recommended keeping district communications on district accounts because personal devices and personal emails can be subject to open-records requests under certain circumstances. Counsel also described recent statutory changes affecting conflicts of interest and vendor relationships, noting that in some cases a vendor could face penalties if undisclosed conflicts exist. Trustees were advised to disclose even peripheral relationships and recuse when necessary; "If in doubt, let it out," counsel said.
Facilitators and trustees agreed to add parking-lot items for clarification (e.g., valet reimbursement exceptions, travel logs) and asked staff and counsel to return refined language for board review.
