Council hears public works warnings on staffing, streets and drainage; council members seek succession planning

Residents and council members raised infrastructure concerns during public comments and council discussion. Councilmember discussion moved to staffing and succession: one councilmember proposed creating an assistant public works director/city engineer position and funding a code‑enforcement officer to build internal capacity and reduce reliance on external engineering contracts. Public works leadership cautioned that several senior employees are near retirement and replacing specialized skills could require multiple hires or contractor assistance in the short term. Council asked staff to present cost estimates for an assistant director and code enforcement position ahead of the budget deadline.
