City staff outlines CREW subdivision annexation and OSRD/R2 zoning proposal; access parcel left as reserved

Brentwood staff presented a proposed annexation for the CREW Subdivision off Hillsborough Road and recommended assigning OSRD zoning for the clustered/open-space portion and R2 for the balance. The presentation showed roughly 25 OSRD lots with common open space and approximately 23.9 acres in the R2 area.

"So, we are proposing OSRD and r 2 zoning for this property," said S1 (Staff member). Staff noted the site has significant floodplain and that one R2 track will be shown as a reserved parcel because it currently lacks legal road frontage; staff said the parcel would remain reserved until the applicant secures access by constructing a bridge or obtaining an access easement. Staff also stated all permits and compliance would be under City of Brentwood codes.

Staff outlined the schedule for review: planning commission consideration, then a public hearing before the board of commissioners on August 10 and additional readings/annexation actions on August 24. Commissioners asked about nearby churches, a sewer pump station and school-capacity data; staff said county school capacity numbers were not yet received.
