Staff presented a site plan to subdivide Lot 13 at Overlook Park and build an 18,000-square-foot retail and restaurant building. The proposal includes new sidewalks along Church Street and Overlook Boulevard, an on-site shared-parking arrangement with the existing office building, and a traffic signal at the intersection as required by the traffic-impact study.
"This project also includes the addition of a sidewalk along Church Street and Overlook Boulevard as well as a traffic signal to be located at that intersection," S2 (Staff member) said. Staff listed five conditions of approval: full sidewalk installation as part of the building permit, a recorded long-term shared-parking agreement, recording the revised final plat before permits, addressing traffic-signal design comments and reimbursing the city for third-party traffic and parking review.
Commissioners raised safety and sightline concerns about adding another signal near an existing hill; staff and traffic staff (S9) said the signal will include initial flashing warning and be coordinated via fiber with the city's signal system, and that timing plans can be adjusted to maximize green time along Church Street. Staff also required recording of long-term shared parking before permits are issued.
