Council sends several contract agenda items back to committee after concerns over missing attachments and performance terms

A recurring theme at the meeting was council concern about contract transparency and standard terms in procurement documents.

Multiple agenda items were presented in a format where the contractor name and amount were left blank pending bids; several councilmembers said the templates lacked important clauses such as liquidated damages, arbitration, schedule milestones and explicit performance metrics. Councilmember Holloway and others objected to approving blank or 'fill‑in‑the‑blank' templates without those protections or without seeing the eventual low bidder and bid tabulation. “I can't approve a contract without seeing it,” Councilmember Holloway said, urging that contracts be attached and that procurement details be part of the public record.

As a result, the administration withdrew the Geosyntech contract from the Parks & Public Works agenda and the council moved to return related agenda bills to committee for further review. Staff agreed to attach complete contract documents and to present options for adding the council’s requested contract provisions before rebidding and final approval.

What’s next: administration will return to committee with full contract attachments, suggested contract terms and procurement documentation for council review prior to executing major capital or professional services agreements.
