Ledyard council and school board agree to regular budget coordination meetings

Ledyard's town council and Board of Education on Wednesday committed to more regular joint meetings to align budget assumptions and share early warnings about grants, enrollment and state mandates.

The meeting, convened by the council moderator and attended by the superintendent and multiple council and board members, focused on reducing last-minute budget surprises and improving shared planning. "I will make a commitment to work with Amanda to schedule a meeting at a point where it makes sense for us to have something on the agenda," the moderator said, proposing quarterly sessions or ad hoc online check-ins.

The council side described a short-term revenue cliff: roughly $2.1 million in supplemental aid this year that drops to about $800,000 in guaranteed funding next year. Council members said the timing and composition of one-time funds and state grants mean early coordination is needed so both bodies understand which items are mandated and which are discretionary.

Board and council participants also pressed for clearer presentation of mandated expenditures in budget documents so elected officials and the public can see which costs cannot be cut. "If you call out the changes that are not discretionary, but are mandated," one council member said, "we understand what that really means."

The group agreed to try online-only sessions to reduce scheduling burdens and to circulate agendas identifying major revenue risks, mandated items and enrollment projections before each joint meeting. The plan is to schedule an initial follow-up meeting when both parties have substantive budget items to discuss; no formal votes were recorded.
