Jade Mason, the project planner, said the property would host test drives, daytime hospitality and receptions with no on-site overnight accommodation and 70 parking spaces reserved at Poppy Hills Golf Course. Staff recommended adding amplified-sound language and a tree protection condition. Applicant Francisco Beckeser told the hearing his operation was not expecting more than 100 guests and described a shuttle flow that would move guests from Poppy Hills to the house in scheduled time slots to control peaks: "we are not assuming to have more than a 100 guests." Staff noted the item had been on the special events task force agenda and requested that revised operations and parking details be provided to staff before the event. The Zoning Administrator found the project categorically exempt under CEQA and approved the permit with the staff corrections and non-substantive edits to the resolution; conditions require submission of updated operations and parking details to staff for review prior to commencement.
