BMW Villa activation at 28 Poppy Lane approved with tree protections and operational conditions

Event organizer Ashley Zorn told the hearing this is the third consecutive year the BMW Villa activation has been run at 28 Poppy Lane and that the team coordinates with Pebble Beach Company to minimize neighborhood impacts. Staff described a 6,447-square-foot residence proposing up to 150 attendees across a 10-day window with 60 reserved parking spaces at Poppy Hills Golf Course. Staff recommended tree and root protection conditions, edits to amplified-sound language, and additions to the special events development plan to list total attendees (including staff), truck trips and detailed valet operations. Pebble Beach Company confirmed road-right-of-way approvals for test-drive parking and reiterated the need to manage pedestrian evacuation locations. Zoning Administrator Mike Noble approved the permit as categorically exempt but limited the approval to one year and required applicants to submit amended operations and evacuation plans for review and fire-department sign-off before the event.
