Principal planner Jacqueline Nickerson told the hearing that PLN250317 for 4041 Los Altos Drive would be the fourth commercial vacation rental in the Del Monte Forest area; staff flagged a blanket objection from Pebble Beach Company regarding use of private roads and added a condition requiring the applicant to resolve that objection prior to commencement of operation, with denial of the vacation-rental license if not resolved within the revised timeframe.
Applicant representative Paul Minnick said his property-management company intends to comply with county rules and respond to neighbor concerns. Kathleen Lee of Pebble Beach Company reiterated the company’s opposition on the record: "I Kathleen Lee with Pebble Beach Company, and I do wanna just, reiterate that Pebble Beach Company is opposed to a commercial vacation rental being, conducted at the property at 4041 Los Altos Drive as we've stated in, a number of correspondence with the property owner and with the county." Staff revised the condition to clarify that an unresolved substantial dispute with Pebble Beach Company must be addressed and that failure to resolve it within the specified period could result in denial of the vacation rental license.
The Zoning Administrator approved the application as categorically exempt under CEQA subject to the revised condition requiring the applicant to resolve Pebble Beach Company’s objection prior to commencing commercial vacation-rental operations; staff will contact Pebble Beach Company for clarification on the condition language and timing.
