Panel clarifies disclosures apply to town decision-makers, not all outside workers

A committee member asked whether people who work with the town, including employees of Oxford Cemetery, would be required to complete the public financial disclosure form.

Town clerk responded: "They're not making decisions for the town. So it's anyone who's making decisions for the town." The panel used that functional test (decision-maker status) to clarify who falls within the disclosure requirement.

Members discussed the need to publish the list of positions subject to the disclosure rule; one member asked Holly to publicize the list of people who must file. The clerk and Chair agreed the ordinance should specify which offices and decision-making positions trigger the filing requirement so that employees and contractors can determine whether they must submit the form.

The panel did not change language beyond the procedural motion but directed the clerk to include clarifying language and a publicized list in the next packet.
