Board approves revised Adelphi/64 Washington site plan; applicant commits to park restoration escrow and design refinements

Mike Ingersoll of the LA Group presented the Washington Street project (referred to in discussion as the Adelphi). The project would retain internal parking, provide a flexible ground‑floor space that could be converted to commercial, and include a green roof element to offset lost on‑site green area.

Ingersoll said the team revised the lobby and flex space to read as a shopfront and that the DRB had provided favorable advisory comments earlier. He told the board the first‑floor plan includes 37 exterior parking stalls to serve the development and that most parking is internal. The applicant also described a commitment to renovate the nearby Congress Park pond via an MOU and financial commitment to be worked out with DPW.

Board members asked detailed questions about transformer screening, access, and internal parking layout; the applicant explained transformer access and the requirement for National Grid maintenance access. After clarifications and a short discussion about conditions, the board voted to approve the site plan; the transcript records the vote as unanimous.
