During the code compliance hearing for case 2600173, Officer Harold Serrano said county records show a planning application for the property at 36 Ann Street West was submitted April 6 and assigned to a planning technician April 23, but planning requested site plans and measurements on April 27 and the defendants had not provided the requested documentation as of the prehearing inspection.
Serrano told the hearing that the county’s building records only authorized replacing a single-wide mobile home with a double-wide and did not include approvals for accessory structures. "No accessory structures were approved," he said. The county's administrative record includes an initial inspection on March 17 that observed additional sheds and a carport and follow-up inspections in May and July that showed no change.
The hearing officer advised the respondents to meet with the planning department to produce the site plans and measurements planners had requested so staff could determine whether structures are within setback lines and whether after-the-fact permits are possible. The officer also noted that carports are generally governed by building-permit requirements and may require an after-the-fact permit process.
