The PVD Conservation Commission approved a negative determination with conditions for a homeowner request to install a 5-foot vinyl picket fence at 16 Larabee Terrace. The applicant said the fence is intended primarily for safety and that no grading, heavy machinery or fill would be used. The commission required plan revisions and erosion controls before work could begin.
Commissioners pressed for clearer labeling on the plan and for permanent demarcation of the resource area. The commission asked for the 25-foot zone to be labeled as a “25-foot no‑disturb zone,” required straw wattles/erosion controls in place before any work, and instructed that markers be installed at the wetland flags identified as 5a, 7a and 9a. Applicant Anas Aldina arm Arman described the project as “install a 5 foot tall vinyl picket fence around the backyard,” and agreed to the conditions. The motion to issue a negative determination with conditions passed 7–0.
