Emergency Management director outlines training, volunteer coordination and modest budget increases

Andrew Delgado, the county’s Emergency Management director, told the board the office provided a vulnerability assessment to a local entity this month and helped search-and-rescue teams at summer camps. "We rated some of their plans, training, physical security," Delgado said, and described regional training he hosted to improve personnel and equipment tracking for large incidents.

Delgado said the office is participating in regional homeland security planning and has joined a group working to create a volunteer-coordinator position to centralize volunteer recruitment for youth and disaster recovery activities. He announced search-and-rescue fundraiser tickets are $100 each and available at the emergency management office and at Dwayne’s Floor Covering.

On budget items, Delgado said personnel is the only section requesting increases. He used a 4% COLA assumption and included contingency overtime (40 hours for himself, 30 hours for his deputy) and a 2% on-call line for emergency management on-call staffing. "I also included possible 40 overtime hours for myself and 30 hours for Sherry," he said. He reported a small new professional services line (about $500) for subscriptions and communications and offset projected insurance increases with a 3% reduction in repair and maintenance.
