Register of Deeds: underage marriage procedure changes and increasing e-recordings

Anne, the Register of Deeds, briefed commissioners on administrative changes affecting her office. She said a July change to underage marriage licenses now requires a court order and both parents' signatures for 16‑year‑olds; previously one parent signature could suffice. "There's been some changes to that as far as the, needing a court order and both signatures of parents," she said.

Anne also said the state’s new vital-records system rollout was delayed (originally July 1, then pushed to July 13) and the office is awaiting a firm go‑live date. She noted electronic recordings have increased, reducing the need for paper mailings and enabling quicker processing and rejections when documents need correction. Staffing currently is sufficient but she expects turnover in coming years and flagged that future staffing discussions will be needed.
