Public commenter says state relaxed jail staffing mandate; urges county to act on budget impact

Travis Whitehead told the Warren County Finance & Budget Committee during the public-comment period that New York State issued an August 25 report rolling back a required jail workforce mandate and that county officials had not shared that memo with the committee.

"This is from New York State offering budgetary relief, and you still have not been told about it nearly a year later," Whitehead said, adding that he discovered the report after cross‑filing with state authorities. He told the panel the county currently budgets for 489 full‑time corrections employees while the average jail population is about 89, and said the county's cost per inmate is "near $400 a day."

Whitehead argued the county continued to carry staffing requirements set at a 2013 peak in incarcerations that New York has now relaxed and asked the committee to eliminate waste while protecting services. "I've just provided you with some facts that you were denied," he said and offered to share additional documents if requested.

County staff responded that the state corrections office completed an on‑site assessment and that results are expected in September, in time for the budget process. The county's public‑works superintendent also explained that a formal study and state assessment typically strengthen grant applications and help determine appropriate staffing or operational changes.

The committee did not take immediate policy action during the meeting; staff indicated they would include the forthcoming state assessment in the upcoming budget work. The county has not yet provided the August 25 report to Whitehead, who said he had requested a copy.
