Residents used the CDBG public hearing to press for action on the town water system. Frances Mock said, "The water is bad, the past 7 years my dog doesn’t even drink the water," and described long‑standing pipe and taste complaints. Several speakers asked whether CDBG or other funds could pay for pipe repairs or meter replacements to improve billing accuracy and water management.
Town Manager Suzanne Harvey responded that the town performs required monthly testing and submits results to the state; she said the system "passes" testing even if residents dislike the taste. SEAGO representative William Osborne advised that larger capital fixes typically require a site assessment and design work before an implementation application will be competitive; he recommended using SSP or WIFA and other leverage sources to pay for planning and engineering and suggested smart meter replacement as a feasible project to improve billing equity and leak detection.
