Bay Village Council confirms leadership and organizational appointments in unanimous votes

President of Council Dwight A. Clark called the Bay Village City Council to order at 8:00 p.m. on Jan. 2, 2026, noting that the Bay Village City Charter requires the council to hold an organizational meeting on the first business day after Jan. 1. The council moved quickly through nominations and confirmations.

Mr. Clark nominated Joan Kemper to serve as Clerk of Council; Councilwoman Sara Byrnes Maier moved to appoint her and the motion carried 6-0. The Clerk announced receipt of Certificates of Election from the Cuyahoga County Board of Elections listing Paul A. Koomar as mayor and the council members whose terms begin Jan. 1, 2026 (Sara Byrnes Maier, Steve Swidarski, Lydia DeGeorge, Michael Greco and Daniel Rettig). Judge Brian Hagan administered the Oath of Office on Dec. 30, 2025, to Mayor Koomar and the councilmembers.

The meeting record shows a series of unanimous confirmations: the council confirmed Lydia DeGeorge as Vice President of Council (motion carried 6-0) and later approved committee assignments and council representatives. The session concluded at 8:10 p.m. with no further business.
